The National Institute for Health and Welfare (THL) is a research and development institute under the Finnish Ministry of Social Affairs and Health. THL seeks to serve the broader society in addition to the scientific community, actors in the field and decision-makers in central government and municipalities. The aim is to promote health and welfare in Finland.
THL's functions
THL pursues and carries out its objectives by means of research, development activities, official tasks, steering through information as well as international co-operation. In its capacity as the statutory statistical authority for health and welfare, THL maintains and promotes the use of a strong knowledge base within the field.
The North Karelia Center for Public Health (NKCPH) is non-governmental organization aim of which is to develop health promotion and disease prevention and to act as national and international model. One of the strategic emphases of the activity of NKCPH is neighbourhood area collaboration with Russia.
NKCPH works in close collaboration with public sector on different levels as well as with NGOs. NKCPH supports decision-makers and stakeholders to take health and welfare effects of decisions into account. NKCPH works also directly with people increasing knowledge, motivating to make changes in health behavior, training practical skills and raising social and environmental support.

Ministry of health and social development of the Republic of Karelia is an executive authority of the Republic of Karelia, it carries out on the territory of Republic of Karelia the function in spheres of public health services, social protection and social service of the population.
The ministry carries out the activity directly and through the subordinated institutions in interaction with federal enforcement authorities and their territorial bodies, public authorities of Republic of Karelia, local governments, public associations and organizations.

The state health institution «Republican medical information-analytical center» of Ministry of health and social development of the Republic of Karelia carries out functions on the organization and management of the medical statistical account system and the reporting in public health services institutions of the Republic of Karelia, the organization of gathering and processing of the medical statistical information on activity of public health services institutions of the Republic of Karelia and a health status of the population, the analysis of the received information. It participates in working out of telemedical systems and coordinates work on their development in the territory of Republic of Karelia, and also participates in designing, introduction and operation of information systems for the health serves institutions.

Since 2009 in Republic of Karelia, as well as across of Russian Federation, has begun the realization of the actions directed on formation of a healthy way of life at citizens, including reduction of consumption of alcohol and tobacco.
In Republic of Karelia were based Health Centers (2 for adults, on the basis of «City polyclinic №2» and «City polyclinic №4» and 1 for children, on the basis of «City hospital for Children») which tasks are informing of the population on negative risk factors for health; propagation of a healthy way of life; motivation formatting to refusal of bad habits and conducting a healthy way of life; an estimation of functional and adaptive reserves of an organism; consultation on preservation and health strengthening; working out of individual program of healthy way of life; introduction of new preventive technologies.
