Cooperation
THL is a publicly funded expert organization under the Ministry of Social Affairs and Health. THL collaborates with national and international bodies, networks and organizations.
National collaboration
THL participates within its field in a number of government working groups, committees and advisory boards. THL works closely with municipalities, local authorities and social and health care service providers. THL experts act as consultants in law drafting.
Since 2011 THL has been involved in the SOTERKO consortium, that was formed to improve the quality and efficiency of reseach and development among three institutes under the Ministry of Social Affairs and Health. The activities include expert networking, joint research and development programs. The Finnish Institute of Occupational Health and the Radiation and Nuclear Safety Authority as well as many academic communities participate in the consortium.

International collaboration
International collaboration plays an important role in THL's activities. Close and continuous contacts with colleagues and institutes worldwide are indispensable to research and to many follow-up and control tasks, as well as development projects.
THL's key co-operation partners are European Union, UN organisations, especially the WHO, several other organisations and research and expert institutes, and universities. THL is involved in co-operation with the Nordic countires and other Neighbouring Areas.
WHO Collaborating Centers
The WHO Collaborating Centres form part of an inter-institutional collaborative network set up by the WHO in support of its programme at the country, intercountry, regional, interregional and global levels, as appropriate. They also participate in the strengthening of country resources in terms of information, services, research and training, in support of national health development.
The National Institute for Health and Welfare (THL) has five WHO collaborating centres. The names of the centres and related links are included in the list of THL's international co-operation partners.
